WEC Field Officer Only Yemeni Nationality candidates can apply for this position What we do Since 1863, the International Committee of the Red Cross (ICRC) has worked to preserve human dignity and relieve suffering caused by war and armed violence. In collaboration with our Red Cross and Red Crescent partners around the world, we do everything we can to deliver life-saving aid, reconnect families and locate missing people helping those who need it most, regardless of who they are and what side of the front line they are on. We engage with authorities and armed forces on all sides, often confidentially, pressing for access to detainees to improve their living conditions and urging compliance with international humanitarian law to protect non-combatants, including from digital threats. Purpose The Weapon Contamination (WeC) Field Officer implements directly or supports the implementation and monitoring of ICRC WeC activities. S/he contributes directly to ensuring staff safety and the continuation of critical operations, helping vulnerable people and supporting National Societies in situations where conventional or non-conventional weapon contamination poses a hazard. Accountabilities & functional responsibilities - Where applicable, assists the WeC Delegate in implementing and following up WeC activities. - Contributes to assessing and analysing the security, socio-economic, cultural and political environment as relevant to the ICRC, and shares information on these subjects with colleagues. - Collects and compiles WeC-related information. - Contributes to building the capacity of the national authorities and National Societies. - Contributes to written reporting on WeC activities. - Develops and maintains contacts with the authorities at local level. - Translates/interprets as required by the department. - Reports events and changes within the region that could have an impact on the ICRC's activities, thereby providing sound elements that help the delegation to set objectives and priorities. - Stands in for the WeC Delegate and represents the WeC programme in internal and external meetings. People management responsibilities No Scope & impact - In the absence of a WeC delegate, contributes to the annual planning process (Planning for Results), including budgeting and monitoring of implementation. - Contributes to meeting WeC objectives within the geographic remit of the (sub-)delegation. Relationships - Internally, interacts with the Head of Sub-delegation/Office and staff from other programmes (Assistance, Protection, Cooperation within the Movement, Communication) on WeC-related matters. - Externally, interacts with: the civil authorities (traditional chief, district level), military authorities (officer level), the civilian population, and the National Society (branch head), where applicable under the WeC Delegate's supervision. Reports to (role) - WeC Delegate / WeC Specialist Certifications / Education required - Relevant degree from a university or technical college. - Excellent command of written and spoken English. - Excellent computer skills. Professional experience required - At least 3 years overall professional experience - 2 years' work experience in WeC/mine action or a similar field. - Academically or professionally proficient in a technical WeC-related subject or pedagogics. - Previous experience with the ICRC or other humanitarian agency desired. - Knowledge of the ICRC/humanitarian work an asset. - Good knowledge of the geographic area assigned. - Excellent teaching and presentation skills.
