Job Title: Project Manager Duty Station: Taiz Contract Type: Full-Time Duration: 10 Months Job Summary The Project Manager is a Level 4 (D1) national staff position responsible for the overall planning, coordination, implementation, and quality oversight of an integrated Health, Nutrition, Food Security, and WASH response in Maqbanah District. The position oversees project delivery, budget and procurement follow-up, team supervision, stakeholder coordination, field monitoring, and donor reporting, ensuring activities are implemented effectively, on time, within budget, and in accordance with organizational policies, donor requirements, and humanitarian standards. ________________________________________ Project Management and Delivery - Lead the overall planning, implementation, coordination, and delivery of project activities in accordance with UNOCHA SOPs, donor requirements, approved project documents, and organizational policies. - Ensure activities are implemented according to the approved workplan, budget, targets, indicators, and timeline. - Coordinate integrated implementation across Health, Nutrition, Food Security, and WASH interventions, ensuring complementarity and effective use of resources. - Monitor overall progress, identify implementation gaps and delays, and ensure timely corrective action. - Conduct regular field visits to assess implementation quality, progress, and operational challenges. - Lead periodic reviews of project performance against the logframe, IPTT, workplan, budget, and implementation schedule. - Work with technical, MEAL, and reporting teams to ensure accurate, consistent, and traceable results and supporting evidence. - Review proposed changes to activities, targets, locations, staffing, methodology, or budget and ensure required internal or donor approvals are obtained before implementation. 2. Budget, Procurement and Resource Management - Monitor project expenditure, commitments, burn rate, budget utilization, and financial forecasts in coordination with Finance. - Ensure resources and expenditure remain aligned with approved activities, outputs, workplan, and budget. - Oversee procurement and logistics planning with relevant departments to ensure timely, compliant, transparent, and cost-effective delivery of required goods and services. - Identify and address risks of under-spending, over-spending, procurement delays, or resource gaps. - Ensure financial, procurement, and supporting documentation is complete and properly maintained. - Ensure budget revisions or reallocations are processed in accordance with organizational and donor procedures. 3. Team Management and Staff Development - Supervise and provide overall managerial guidance to project staff and field teams. - Participate in staff selection and recruitment processes and ensure that project positions are adequately staffed with qualified personnel. - Establish clear roles, responsibilities, and performance expectations for project team members. - Provide on-the-job coaching, mentoring, and technical guidance to staff to strengthen their capacity and performance. - Monitor staff performance and conduct regular performance reviews in accordance with organizational procedures. - Promote teamwork, effective communication, accountability, and professional conduct within the project team. - Identify staff capacity-building needs and coordinate appropriate training and development opportunities. - Ensure compliance with organizational policies, including safeguarding, PSEA, code of conduct, and other relevant policies. 4. Coordination and Stakeholder Engagement - Represent the organization in relevant humanitarian coordination meetings, technical working groups, and Cluster coordination forums as assigned. - Maintain effective coordination with relevant UNOCHA structures, Health, Nutrition, Food Security and WASH Clusters, local authorities, humanitarian partners, and other relevant stakeholders. - Ensure that project activities are coordinated with other humanitarian interventions to avoid duplication and maximize the effectiveness and coverage of assistance. - Maintain constructive relationships with local authorities, community representatives, partners, and other stakeholders in the project area. - Facilitate coordination and information sharing among project teams, technical departments, support departments, partners, and the central office. - Promote an integrated approach to project implementation and ensure that sectoral interventions are mutually complementary. - Represent the organization professionally and ensure that organizational positions and commitments are communicated accurately. 5. Monitoring, Evaluation, Accountability and Learning (MEAL) - Ensure that effective monitoring mechanisms are in place to track project progress against approved activities, indicators, targets, and timelines. - Work closely with the MEAL team to ensure the collection, verification, analysis, and timely use of project data. - Monitor the quality, coverage, relevance, and timeliness of project interventions. - Ensure that beneficiary feedback and community perspectives are incorporated into project planning and implementation. - Support the identification and documentation of lessons learned, good practices, challenges, and recommendations. - Use monitoring findings and lessons learned to support evidence-based adjustments and improve project performance. - Ensure that project documentation and supporting evidence are maintained and readily available for reporting, audits, and evaluations. 6. Accountability and Community Engagement - Ensure that project implementation is responsive to the needs, priorities, and concerns of affected populations. - Promote meaningful community participation throughout the project cycle. - Ensure that appropriate feedback and complaints mechanisms are communicated to beneficiaries and communities. - Follow up on community feedback and ensure that concerns are referred to the appropriate departments for timely action. - Promote accountability, transparency, dignity, and non-discrimination throughout project implementation. - Ensure that staff understand and comply with relevant safeguarding and protection-related organizational standards. 7. Compliance, Risk Management and Reporting - Ensure compliance with donor requirements, UNOCHA procedures, organizational policies, humanitarian principles, safeguarding standards, and relevant technical standards. - Maintain and regularly update the project Risk Register and implementation issue log. - Monitor key operational, security, access, financial, procurement, programme-quality, MEAL, safeguarding, protection, and compliance risks and ensure appropriate mitigation. - Escalate significant risks, delays, deviations, and critical issues to senior management in a timely manner. - Lead assessment of proposed project changes and ensure required approvals are obtained before implementation. - Oversee the preparation and timely submission of accurate narrative, progress, and financial reports, ensuring consistency between achievements, indicators, expenditure, challenges, risks, and supporting evidence. - Maintain records of major decisions, approved changes, corrective actions, and project documentation. Qualifications and Experience Education - Bachelor s degree in Management, International Development, Social Sciences, Public Health, Development Studies, or a related field. - A Master s degree in a relevant field is an asset. Experience - Minimum 2 5 years of progressive experience in project management, preferably within humanitarian or emergency-response settings. - Demonstrated experience managing multi-sectoral humanitarian projects, preferably involving Health, Nutrition, Food Security, and WASH interventions. - Experience in project planning, implementation, monitoring, budget follow-up, procurement oversight, and donor reporting. - Proven experience supervising and managing multidisciplinary teams in field-based environments. - Experience coordinating with humanitarian Clusters, local authorities, NGOs, UN agencies, and other relevant stakeholders. - Good understanding of humanitarian project-cycle management and emergency response principles. - Knowledge of UNOCHA procedures/SOPs, donor compliance requirements, humanitarian standards, and accountability principles. - Experience working in Maqbanah District or similar humanitarian and field environments is an advantage. - Demonstrated ability to manage multiple priorities and work effectively under pressure. Core Competencies Leadership - Strong leadership and team-management skills, with the ability to guide multidisciplinary teams and ensure effective project delivery. - Strong planning, organization, implementation, monitoring, and problem-solving skills, with the ability to manage complex multi-sectoral projects. - Excellent coordination skills and demonstrated ability to work effectively with Clusters, authorities, partners, communities, and internal departments. - Ability to monitor budgets, expenditures, procurement processes, and resource utilization in accordance with approved plans and procedures. - Excellent written and verbal communication skills, with the ability to prepare high-quality reports and communicate effectively with diverse stakeholders. - Ability to identify operational challenges, assess risks, make timely decisions, and implement practical solutions in a field environment. - Strong commitment to transparency, accountability to affected populations, humanitarian principles, safeguarding, and organizational standards. - Ability to work collaboratively across different technical and support functions and promote effective cross-sectoral coordination. - Ability to work effectively in a dynamic humanitarian environment and respond to changing needs and operational priorities. Languages - Native Arabic with good written and spoken English.
