Human Access for Partnership and Development association announces the following vacant position: Basic Job Information - Position: Field Monitoring and Evaluation (M&E) Officer - Number Required: 1 - Duty Station: Aden - Contract Duration: 8 months - Application Deadline: May 15, 2026 General Objective of the Position The Monitoring, Evaluation, and Learning (MEL) Officer is responsible for supporting planning, coordination, implementation tracking, monitoring, reporting, and learning functions of the project s MEL system. The role ensures effective oversight of project monitoring tools and processes, including field monitoring, evaluations, indicator tracking, reporting, and feedback mechanisms. It also supports accountability to affected populations (AAP) and the complaint and feedback mechanism in line with agreed guidelines, tools, and procedures, in coordination with the MEL Unit Manager and the Project Management team. Duties and Responsibilities 1. Develop a monthly implementation plan for monitoring, evaluation, and field visits. 2. Monitor and assess the quality of services delivered to target groups during project activities. 3. Prepare reports, identify challenges and issues, and propose solutions to the direct supervisor. 4. Conduct field visits and meet staff and beneficiaries to verify service delivery and measure satisfaction. 5. Design and implement accurate data collection methods, including analysis and reporting. 6. Ensure proper monitoring of indicators during receipt and distribution of project materials. 7. Conduct post-distribution monitoring (PDM) and report findings within two weeks after activities. 8. Work closely with partners to ensure corrective actions when needed. 9. Support field evaluation and review processes when required. 10. Conduct periodic indicator evaluations. 11. Ensure proper documentation, archiving, and record-keeping of all project materials. 12. Verify beneficiary lists. 13. Follow up on complaint response mechanisms in coordination with relevant staff and supervisor. 14. Attend trainings, workshops, and coordination meetings related to M&E or donor requirements. 15. Perform any other related tasks as assigned. Essential Job Requirements Qualifications and Experience - Bachelor s degree in a relevant field or equivalent. - At least 3 years of experience in projects funded by UN agencies. - At least 2 years of experience in monitoring and evaluation. Skills and Competencies - Ability to conduct field visits across project locations. - Strong computer skills. - Ability to prepare reports and analyze data. - Ability to use electronic data collection and analysis tools. - Strong analytical and organizational skills with high attention to detail. - Strong report writing and communication skills in both Arabic and English. - Ability to work in multi-disciplinary teams and follow agreed procedures. - Good understanding of data quality, confidentiality, protection, and accountability principles. - Ability to work in the field and maintain professional conduct with communities and partners.
