Emergency Program Officer Aden For our program in Yemen, we are looking for an (Emergency Program Officer), the position will be based in Aden with regular trips to Lahj and Abyan governorates. M decins du Monde (MdM) is an international humanitarian organization whose mission is to provide medical care for the most vulnerable populations, the world over, including France. It seeks to stimulate voluntary commitment from doctors, other health care providers, and from those whose expertise in other fields is needed for its activities, to enlist all competent support required for the achievement of its projects, and to seek at all times to encourage close working relationships with populations in its care. Yemen Context M decins du Monde (MdM) is present in Lahj, Marib, Aden and Abyan. MdM s current usual programming focuses on support to Primary Health Care facilities, including outreach activities within the fixed sites catchment areas. In September 2026, escalating conflict and population movements in Lahj, Abyan and Aden triggered a rapid humanitarian response need. MdM is seeking to launch emergency interventions targeting newly displaced populations and conflict-affected communities, focusing on access to primary health care, mobile medical services, health facility support, and coordinated multisectoral assistance. The Emergency Officer will support the planning, implementation, monitoring and coordination of emergency response activities in affected areas. - Position: Emergency Program Officer - Status: Full-time - Location: Aden Yemen, with regular trips to Lahj and Abyan governorates - Reporting to: Field Coordinator Aden - Technical Line: Program Coordinator Job Purpose The Emergency Program Officer is responsible for the development and operationalization of the emergency response in Aden, Lahj and Abyan governorate, under the lead of the Program Coordination and in close collaboration with the Field Coordinator, the Project Manager, Medical Coordinator and all other technical and support departments (MHPSS, MEAL, Logistics, HR, Finance, Security). S/he plays a significant operational role, ensures the relevance, cross-cutting quality and coherence of the programs; and contribute to ensuring that implementation teams adhere to the project cycle and monitoring process. S/he oversees internal and external coordination directly linked to the emergency response; and contributes to MdM s institutional knowledge building. TASKS DESCRIPTION: Emergency Response Implementation: - Support the implementation of emergency response activities targeting newly displaced and vulnerable populations - Ensure timely delivery of life-saving assistance - Monitor evolving displacement trends and humanitarian needs - Support rapid response mechanisms for newly displaced households - Ensure activities are implemented according to humanitarian standards and organizational guidelines - Ensure close monitoring of the humanitarian situation and timely provide updates of the humanitarian situation in the areas of intervention and alert if necessary to adjust the operational approach through programmatic analysis. - Be proactive in producing key documents for Program Coordinator and General Coordinator Coordination and representation - Participate in inter-agency coordination meetings, cluster meetings, and working groups - Liaise with local authorities, executive units, district officials, and humanitarian partners - Maintain regular communication with CCCM actors, WASH partners, Protection partners, Shelter/NFI actors, and Health partners - Facilitate referral pathways for vulnerable cases requiring specialized services Information management and reporting - Maintain accurate records of beneficiaries, activities, distributions, and assessments - Produce weekly, monthly, and ad hoc reports on program progress - Track indicators and achievements against project targets - Contribute to donor reports, situation reports, and humanitarian updates - Ensure proper documentation of success stories, lessons learned, and challenges This list of activities is not exhaustive and may change depending on needs and changes in programs. REQUIRED (KNOWLEDGE, SKILLS, ABILITIES) & QUALIFICATIONS Education & Experience: - Bachelor's degree in Humanitarian Action, Social Sciences, International Development, Public Administration, Disaster Management, or a related field. Program coordination profile, with an experience in coordination of health projects. - Experience in leading emergency programming - Experience with an international NGO - Experience in conducting assessments, community engagement, and coordination with humanitarian actors. Technical/Managerial: - Solid theoretical and practical knowledge of project cycle management - Knowledge of humanitarian principles and standards - Understanding of CCCM, protection, WASH, shelter/NFI, and multi-sector emergency response - Strong reporting and information management skills - Proficiency in Microsoft Office (Excel, Word, PowerPoint) - Experience using Kobo, ODK, or other data collection tools Soft Skills: - Ability to take quick decisions according to the context in coordination with the team - Excellent organization, reactivity, anticipation, planning and adaptability - Capacity to take initiatives - Excellent writing and communication skills (oral and written) - Capacity to summarize and popularize complex topics - Capacity to delegate and take over tasks - Ability to manage priorities effectively - Excellent stress-management capacity - Ability to pro-actively build relations with other stakeholders - Strong commitment to Gender Equality in health service delivery - Interest for Human Rights and International Humanitarian Law - Team spirit - Exemplary behavior and conduct - Fluent Arabic and English (oral and written)
