Advertisement BACKGROUND AND PURPOSE OF THE ASSIGNMENT: Provide engineering expertise and project management support for WFP premises, facilities, and infrastructure interventions, while contributing to the planning and implementation of resilience-building and programme-related engineering projects across the Yemen Country Office and its field offices. Key Responsibilities 1. Engineering and Project Management Support - Provide engineering and project management support for WFP facilities, premises and infrastructure projects through the application of best practices, innovative technologies and engineering principles. - Conduct technical assessments and develop evidence-based recommendations to improve the suitability, safety, sustainability, functionality, and operational efficiency of WFP infrastructure. - Prepare engineering designs, drawings, technical specifications, Bills of Quantities (BoQs), cost estimates and other technical documentation required for structural maintenance, renovation and construction projects. - Participate in technical and design reviews and recommend practical, innovative and cost-effective engineering solutions for new and existing facilities including the resilience programme-related facilities. - Support the planning, implementation, monitoring and quality assurance of engineering, rehabilitation, maintenance and construction projects within WFP premises. - Participate in technical evaluations during procurement processes by developing technical requirements, conducting technical evaluation and analyzing contractors’ and suppliers’ technical proposals. - Monitor project implementation progress, identify engineering risks and bottlenecks, and recommend corrective and preventive measures to ensure timely and successful project delivery. - Support the preparation, implementation and technical monitoring of School Feeding infrastructure projects, Food For Assets (FFA) programme, Healthy Kitchens projects and other programme-related engineering activities. - Prepare technical reports, project updates, engineering analyses and maintain engineering records, databases and documentation to support informed decision-making and reporting requirements. - Promote environmental sustainability, energy efficiency, climate-resilient practices, and business continuity considerations in engineering solutions and infrastructure projects. Field Support - Provide engineering support and technical guidance to field offices across Yemen Country Office on infrastructure, resilience programme-related projects, and engineering-related matters. - Conduct field missions, site assessments, conditions surveys, and technical inspections to evaluate infrastructure conditions and identify engineering requirements. - Monitor engineering activities implemented at field locations and provided recommendations to ensure compliance with WFP standards, technical specifications, and operational requirements. - Coordinate with field offices and relevant stakeholders to facilitate the implementation, monitoring, and reporting of engineering and infrastructures projects. - Establish and maintain effective working relationships with internal stakeholders, government counterparts, UN agencies, implementing partners and contractors on engineering-related matters. - Support knowledge-sharing and capacity-building initiatives by providing technical guidance, training, and coaching relevant staff on engineering practices and standards. QUALIFICATIONS & EXPERIENCE REQUIRED: Education: Advanced University degree in Engineering (Civil Engineer) or Architecture from an institution recognized by the ministry of education in Yemen, obtained after a minimum of five years of full-time study in Yemen or abroad. Experience: - Total relevant 5 years of experience including minimum 2 years of professional experience in operations and maintenance systems in large scale buildings (12,000 sqm). - Experience in Contract Management. - Experience with procurement procedures and practices. Knowledge & Skills: - Demonstrated knowledge of Yemeni legislation and regulations in relation to maintenance and construction planning, management, and implementation. - Good knowledge of public and UN procurement procedures, international contract formats, and construction management procedures. - Proficiency in MS Office (Word, Project, Excel, PowerPoint, Outlook). - Advanced knowledge of AutoCAD is required. - Working knowledge of facilities management softwares (e.g. Archibus) - Working knowledge of electrical and mechanical systems. - Good knowledge of integrated Facility Management systems. - Ability to communicate and understand technical documents in Arabic and English is required. - Good technical problem-solving skills. - Ability to understand and establish priorities and work by objectives. - Ability to work in a team establish effective working relationships and communicate with internal customers (WFP Yemen) and external counterpart (GHQ MSDE) and people from different nationalities, cultural backgrounds, and competencies. - Ability to work under stress and work overtime when required.
