Background WFP Yemen has established an Integrated Monitoring Escalation and Follow-up System (iMEFs) that combines Process Monitoring (PM) and the Community Feedback Mechanism (CFM) within a single accountability, escalation, quality assurance, reporting and decision-support framework. The system integrates monitoring findings, community feedback, TPM observations, BVM verification results and other accountability data streams through common information management, governance and reporting structures, enabling consolidated monitoring intelligence and programme oversight. The Process Monitoring Officer plays a central role in managing and strengthening this integrated system while ensuring compliance with corporate monitoring and accountability requirements. Advertisement Purpose Under the direct supervision of the Head of MLE, the Process Monitoring Officer leads the planning, implementation, governance, quality assurance and continuous improvement of WFP Yemen's Process Monitoring and Community Feedback Mechanism (CFM) systems. The incumbent provides strategic oversight of monitoring operations, TPM management, accountability systems, monitoring intelligence and auditability processes, supporting programme improvement and senior management decision-making. The incumbent directly supervises the Community Feedback Manager (CFM) Manager and Process Monitoring Associates. Key Accountabilities Monitoring Planning, Methodology and Systems - Lead the design and implementation of annual Minimum Monitoring Requirements (MMR) plans and risk-based monitoring plans in line with WFP Corporate standards. - Develop and maintain monitoring methodologies, sampling approaches, monitoring tools and digital data collection systems. - Lead the development and revision of SOPs, guidance documents, workflows and monitoring procedures. - Ensure monitoring systems comply with corporate standards, accountability requirements and information management protocols. - Coordinate continuous improvement of monitoring systems, dashboards and digital solutions. Process Monitoring Implementation and TPM Oversight - Coordinate and oversee implementation of process monitoring activities across programme areas and operational locations. - Provide technical oversight of Third-Party Monitoring (TPM) operations and ensure compliance with agreed methodologies and contractual requirements. - Review and validate monitoring outputs, findings and recommendations generated through monitoring activities. - Monitor TPM performance and support continuous improvement through performance management, coaching and technical guidance. - Ensure complete and auditable records are maintained for TPM operations, including deliverables, reviews, action plans, payments and performance documentation. Advertisement Monitoring Governance, Data Quality Assurance and Auditability - - Establish and oversee monitoring quality assurance frameworks, internal controls and data quality management processes. - Lead monitoring governance processes, including oversight of monitoring findings escalation workflows, referral pathways, case-management compliance and corrective action tracking. - Ensure compliance with corporate standards, SOPs, accountability requirements and monitoring governance protocols. - Lead verification, validation and quality review processes for monitoring findings and monitoring outputs. - Maintain monitoring documentation, audit trails and assurance records to support management oversight, assurance reviews and external audits. - Support risk mitigation, audit readiness and continuous improvement of monitoring systems and accountability mechanisms. Analysis, Reporting and Monitoring Intelligence - Lead monitoring analysis, trend identification, process analytics, root-cause analysis and triangulation of findings from multiple monitoring sources. - Produce regular monitoring reports, dashboards, management briefs and monitoring intelligence products. - Generate actionable recommendations to improve programme implementation, accountability and operational performance. - Maintain and continuously improve monitoring dashboards, visualization tools and automated reporting solutions. - Provide strategic monitoring intelligence, emerging risk analysis and evidence-based recommendations to support senior management decision-making. - Provide monitoring evidence and analytical inputs to evaluation and learning processes led by the Learning & Evaluation Officer. Community Feedback and Accountability Systems Management Advertisement - Provide strategic leadership and oversight of the Community Feedback Mechanism (CFM) and associated accountability systems. - Oversee operation and continuous improvement and integration of community feedback channels, case-management processes and escalation mechanisms. - Monitor community feedback trends, accountability indicators, service standards and case-management performance. - Lead analysis of community concerns and support community engagement and accountability planning. - Ensure effective integration of Process Monitoring and CFM systems to strengthen accountability to affected populations and support programme improvement. - Support the maintenance, periodic review, operationalization and continuous improvement of the iMEFs framework, monitoring SOPs, methodologies, tools and governance mechanisms, ensuring compliance, auditability, effectiveness and alignment with organizational standards. Education Advanced university degree in Statistics, Monitoring and Evaluation, Social Sciences, Development Economics, Information Management, Data Science, Performance Management, Humanitarian Studies or a related field. Alternatively, a first university degree with additional years of relevant experience and/or professional training. Experience - Total relevant 5 years of experience including 1 year of Professional experience, holding an advanced university degree. - Experience in monitoring, accountability systems, humanitarian operations, process monitoring, third-party monitoring, data analytics, assurance functions or related fields. - Experience managing monitoring systems, field monitoring operations and accountability mechanisms is highly desirable. Desired Skills and Competencies: Technical Skills - Demonstrated experience in quantitative and qualitative data analysis. - Strong statistical analysis skills using SPSS, R, Python or similar analytical software. - Experience developing monitoring methodologies, sampling strategies and sample size calculations. - Experience designing, programming and managing digital data collection tools such as ODK, MODA, Kobo, ONA or similar platforms. - Experience managing, cleaning, validating and analysing complex datasets. - Experience developing automated reporting and analytical workflows. - Advanced dashboard development and data visualization skills using Tableau, Power BI or similar platforms. - Strong report writing, presentation and data storytelling skills. Monitoring, Accountability and Assurance Skills - Experience developing and revising monitoring tools, questionnaires and field guidance materials. - Knowledge of corporate monitoring standards, MMR requirements, accountability frameworks and risk-based monitoring approaches. - Experience supporting TPM systems, process monitoring operations and accountability mechanisms. - Familiarity with monitoring governance, escalation management, case-management systems and assurance processes. - Experience in applying data quality assurance, verification and validation methodologies. - Understanding auditability principles, documentation controls and monitoring assurance requirements. Leadership and Management Skills - Experience training, mentoring and supporting monitoring teams, TPM providers and partners. - Experience supervising teams and coordinating multiple stakeholders. - Strong planning, coordination, analytical and problem-solving skills. - Ability to work independently and manage competing priorities in a complex operating environment. - Strong communication, facilitation and stakeholder engagement skills.
